Dear Basha, if you want to study MBBS in other States, you should try under All India Quota. That is the only way. Ypu cannot appear for State Counselling of any other State except for Karnataka because only Karnataka is an open State. If you have missed those opportunities, you do not have other options to study in Other States. Now after all rounds of Counselling are over, any empty seats available are transferred to the respective Medical Colleges. They will be filled through Direct Admission by contacting the College administration.
