To get qualified in JEE Main, one has to clear the cutoff first as per his/her category. I have provided below 2019 JEE Main cutoff (percentile) category wise -
Now for general category candidates the cutoff is 89.75 percentile, whereas you have got only 86.56 perecntile. So according to rules you are not JEE Main qualified. Still you can apply for colleges through your JEE score. For colleges like NITs,IIITs,GFTIs you have to go through JoSAA counselling process. You cant get a seat in the first few rounds but might get in the last rounds of JoSAA counselling. For other colleges that dosen't participate in JoSAA but accept admission through JEE Main score, for them you have to attend their respective counselling session.
