Yes you can do B.Com. if you have completed your 10+2 in arts stream. But, almost every top college for commerce don't take admission for Non Commerce or non mathematics background students because they will have to study finance accounts in B.Com. that need maths and commerce foundation. There you may not perform upto good level. But few college can take admission irrespective of your background in 10+2.
