Yes Of course You can prepare for Jee mains.
You can appear in JEE only after intermediate.
That does not matter From which medium you are Paper is in hindi as well in English.
You will face problem in getting books in hindi languages for Jee preparation.
So I would suggest you to join either coaching or purchase study material package of any reputed institute like
Bansal, Allen,Resonance.

These study materials will help you a lot as Course OF JEE mains matches with NCERT pattern.

Yes you can prepare for JEE Mains. there are a lot of students who do that. During registration they ask you your choice for the medium of question paper : English or Hindi...
You need to do a lot of hard work. It would be better if you solve a lot of previous year papers and sample papers which will help you to work on your weaknesses and build your concepts. Try to solve as much questions as you can and in a time limit.
