Hi Vivek.

Payement of 12,000 Rs is mandatory to participate in the UPTU counselling. The reason why you have to pay the amount is to show your willingness to participate in the counselling and futher take admission through it by locking down your preferred seats.

You do not need to pay if you don't want to participate in the counselling but if you want to, then it's compulsory.
