According to Panjab University definition, Candidature Suspended means:

"CS means candidature suspended for want of Registration No. and/or non-submission of any other document.

You can contact your coordinator/controller of examinations or admission office to ask which form has not been submitted by you.

Further process will be intimated to you by them. Depending upon the case, it will vary.
