Yes, of course, you are eligible to appear in the  neet exam. Minimum marks requirement for SC/ST/OBC is 40% in PCB.

And, your minimum age should be 17 years and maximum age should not be more than 25 years and 30 years for reserved category.

The eligibility criteria for applying for NEET for SC category students is that you need to pass PCBE subjects in your 12th boards and along with that you need to score a minimum aggregate of 40% marks in PCB. Considering this you seem to be eligible subject to other eligibility criterias.
