Yes, definately you can apply for NDA Exam with 40 marks in Maths at 10+2.

Eligibility criteria for NDA is candidate  must have paseed 10+2 from 

any recognized board but for Air Force and Naval of NDA candidate

should have Physics and maths in 10+2.

For admission into NDA there's no such minimum marks criteria for class 12th. You just need to pass in all the subjects that's all. NDA doesn't judge you on the basis of your academic performance, it judges you on your personality, knowledge and skills.
