Its doubtful whether government colleges allow lateral entry or not.Admissions are based on merit completely in Government colleges.Provisions for lateral entry is there for private colleges.You may get a chance in civil engineering in private.But you have not mentioned the state you belong or exam you appeares.Kindly provide more details.
