You can definitely apply for B.A. in some universities. You'll get 5% relaxation in the minimum percentage required in class 12 while applying in Delhi University. But for this, you must have minimum 40% disability. The minimum percentage for securing admission to B.A. courses for handicapped students is 40%. You lie well within the mark. Hence, you can apply in DU.
