              I think its hard to get a seat in PSG with this cutoff .But seats are alloted on the based on what catagory you belongs to .In online counselling you can give what ever the college you want .Only one condition is their that is the college should have the vaccancy in it .If the seat have filled in the 1st day counselling you cannot apply for it.So if their is a vancancy in the top college you apply  for it.All the best for your future my friend do well.Thank you
