As per the current eligibility criteria released by UPSC for NDA 1 2021 the candidate should be between the age of 16.5-19.5 years and should have born in between July 2, 2002, to July 1, 2005, so if the eligibility criteria remains same for 2023 then you will be eligible for NDA 1 2023 because then for NDA 1 2023 eligibility criteria would be like :

The applying candidate should be between the age of 16.5-19.5 years and the candidate should have born between July 2, 2004, to July 1, 2007 and you were born on July 30th 2004 so according to your DoB your age will be around 18 years at the time off application for NDA 1 2023.

So you would be eligible for NDA 1 2023 if the eligibility criteria remains same. Also note that there is no age relaxation for reservation categories even so make sure to check the eligibility criteria before applying.
