No, you won't be elligible to apply for the state counselling of both the states.
Since you have the domicile just for for your home state Uttar Pradesh, you can participate in the State Counselling for UP itself and not Rajasthan.

However, if you wish to participate in the All India Counseling, you can apply accordingly with the help of which you might be entitled to a seat in any college all over India.
