In case of JOSAA counseling you need not report at the institute.

If you are not satisfied with the allotment that you received you can go for the float option , that would mean you have not finalized the received allotment and will eligible for further rounds of counseling.

You need not report at the allotted institute and can finally report at the institute in which you got the final allotment.
