The All India Quota counselling and the state quota counselling will be conducted by different authorities and that too not on the same dates. You can try for both of these counselling procedures. With a rank of 9576 you have good chances of admission through state quota. Chances of admission through All India Quota counselling are also good but the cut off marks can vary as there are more number of students applying for a small number of seats. If you want to take admission in other state colleges then go ahead and register for All India Quota counselling but also apply for state quota counselling.
