Your son will be considered local for Andhra Pradesh as the state where the student completes their intermediate studies is considered their domicile state.

He'll be considered as a local of Andhra....NEET UG usually sees the intermediate marksheet. And the domicile certificate would also be from the school where he passed intermediate
