The locomotar disability for NEET reservation under PH category is considered in terms of disability percentage.

Ph 1 category are for those who have locomotar disability between 50-70%.

Ph 2 category are for those who have locomotar disability between 40 - less than 50%.

The locomotar disability is for lower limb ,and ph2 gets a chance only after ph1.
