As per your question, YES the open schooling students are eligible for the JOSAA counselling. That is, students who studied from UPSOSB are eligible for the purpose of giving JEE Mains exam, and on qualification they are eligible for counselling process to get into IITs and NITs as well.

To be eligible for JoSAA counselling, candidates must have at least 75% aggregate marks in their Class XII board exam and Joint Seat Allocation Authority (JoSAA) only accepts candidates who have qualified for the JEE Main or JEE Advanced exams to participate in the counseling process.

JoSAA is a body that manages the admission process for over 100 institutes, including IITs, NITs, IIITs, and other government-funded technical institutes. The seat allotment is based on the candidate's merit on JEE ,preferences, and reservation policies.
