Governement quota means that you're participating in a state governed counselling and getting a seat based on the merit you have got through that particular exam.In constrast to this there is also a management quota which is for those who couldn't score a minimum cut off in that particular exam but want to study the same course, in this case they have to willingly pay the donation to get a seat.
