Yes definitely you can have migration certificate only if you have passed out any degree or course from the institute. Gap doesn't matter if you have completed other degrees or courses or else you can have your 12th standard migration certificate to get admission further from your respective school or college.

But, In case you haven't completed Bsc. And you are drop out that means you have left your degree in between, then I am sorry to inform you that you can't get any migration certificate. But, you can apply for migration certificate from the college or school from where you have completed your 12th standard. That migration certificate you can apply for further admission of any sort you want to opt. Some universities or colleges can demand an affidavit from you because of your two years of gap.
