With reference to your above mentioned query, I would like to tell you that Yes you can change your college after 3rd year. As per the law, an medical aspirant can change his/her medical college but definitely there are some rules on the basis of what you are allowed for the same.

You will need NOC from both the colleges and also permission from your university. If you are presently in a private or unaided medical college, you would need to pay the fees of the entire 4 and half years.
