Hey,

The EWS certificate stands for Economically Weaker Section certificate and I believe that clearly justify your status financially. Along with that you have your Income Certificate so I don't think there is any need of Economically Backward Class Certificate (EBC) in order to get scholarship.

Most colleges provide scholarship to students on the basis of their Income along with EWS certificate.

If you have time and you don't want to take any risk you can get it issued from the block office of your city. But I don't think it will be needed.
