I don't think that's possible at all. Two student from the same category and one scoring less qualified and other scoring more don't.

This sounds to absurd to me. I think you might have mistaken in seeing his marks of qualification. Or else he might belong to some other category.

If you would help me with the name of the exam along with your category I will surely help you with the cut offs to make your confusion clear.
