If you are asking that if you can attend, councelling of different states than yes you can appear for councelling in different states and infact you can attend councelling of as many states as you want. Now if you are asking that you can avail quota seats for two states, then yes you can avail them too. However domicile meaning is different in different states. For example :-In Bihar, Domicile means being a permanent resident of Bihar (i.e. having your own home in Bihar). On the other hand, if you've done your 11th and 12th from a recognised school in Delhi, you would be considered a domiciled candidate of Delhi as well.

So check the meaning of domicile in your respected domicile state, and then you can surely avail benefits.
