Getting admission in other states means youare seeking admission under the All India Quota (15%). The cutoffs for AIQ are more higher as compared o your own state as the competition opens for all the students of India and there are limited seats available.

Hence, with 215 marks you won't get a seat in any other state too, even though you belong to ST category.
