The eligibility conditions for second round of counselling for AYUSH is same as that of NEET exam.And as per the NEET counselling guidelines candidates who registered for the first round of counselling but couldn't get a seat are only  eligible for the second for the second round of counselling .

If you have not applied for the first  round of counselling , you can not apply for the second round . In this case , you can only apply for mop up round.
