Yes you can register again for the round 2 counselling if you haven't registered for round 1.

The basic counselling fees are 650₹ for UR and OBC and 500₹ for SC/ST.

You need to pay the counselling fees and then be eligible for second round of state counselling. 

However if you seek admission through management quota, you need to contact the college directly for information regarding admissions.
