The candidates seeking admission in B.V.Sc & AH courses through 15% All India Quota seats have to compulsorily appear for NEET 2019.Hence NEET is necessary for B.V.Sc for taking admission through 15% Qouta.

With 14000 rank is TS Eamcet its hard to get a admission in B.V.Sc if you are local candidate (Either Farmer od NF) of the area.Since you hace not mentioned your category I am telling you the cut off rank of ST Local Area Farmer candidate was 2056 in 2017.So from this you can predict if you belong to other category then the rank have to be less than this.And since this was in 2017 the cut off rank must have incresed.
