Glad to inform you that State Category or State quota in medical entrance that is NEET means that every student gets 85% quota for admissions in colleges of his state irrespective of caste, creed, religion or gender. For admission in an college outside your state you'll be getting 15% all India quota while for colleges of your state you'll get 85% state quota for admissions over those from other states.
