Hello student,
You have not mentioned which category you belong to. With a rank of around 18,000 in NCHMCT, you don't have a chance in IHM Dehradun unless you belong to the SC or St category, even in the third round. But, scores and ranks vary each year with difficulty level of the question paper and availability of seats. However you can predict the colleges which you are likely to get using the given link
