Subjected to availability means that you may get a chance to get seat in subsequent rounds of counselling procedure. If you have not gotten seat in the first round itself then don't lose hope. Many who got a seat earlier may later withdraw because they have either got seat in any better college or they want to pursue their education out of station. So hope for the best! You may even get a seat in Assam Engineering College ( I am assuming you are from engineering) if your rank is good enough. Attend the subsequent rounds of counselling without fail.
