I think I can understand the question you have asked. I guess you want to know that which is the correct answer between M-phase and G1-phase.

Some dividing cells at the end of mitotic phase(i.e M-phase) exits the cell cycle and enter into a vegetative inactive stage also called the quiescent phase.

The correct answer would be M-phase.
