You have not mentioned if you are asking for college or for hostel, so I'm going to answer for both. When it comes to college, you can go out and come back and this is when the classes are not there or you have a free time. When the classes are there, it is expected to be in class and within time. After that you can go outside as well.

In case of hostel, you are allowed to go outside but it is within a given time period. Most of the hostels ask the students to be back into premises before 8 (mostly girls) and if you are going outside then you have to talk to the warden about it.
