It is totally fine to take a year drop for JEE , most of the people do that, it provides an year to focus specifically on the JEE. And as far as chances of you preparing for UPSC, it won't have any effect on that. One attempt less won't be problem, you will still have many attempts to crack UPSC. All the best!
