see engineering degree course is 4 years. you have mentioned that you have dropped out in 4th semester. that means you need to also complete the 4th semester. thus it will take 2 years and 6 month. it is not possible to complete  the degree course with in one year. before coming back to engineering, think whether you want to study or not in engineering field, because the papers of 3rd and 4th year are difficult compare to first and second year . it needs a hard working and steady mind to crack the exams.
