Generally institution take fees on a semester basis. Fees such as tution fee, examination fees are taking by institution on a semester basis while fees such as mess fees , hostel fees,etc taking by institution on a whole.

It depends upon institution to institutions ,but most of university charges on a semester basis whether it is government or private institutions.
