Solution : According to the question,
Initial Value (2012) = 28
Final Value (2013) = 14
$\therefore$ Percentage Decrease $=\frac{\text{ Initial Value – Final Value}}{\text{ Initial Value }} × 100 = \frac{ 28 – 14}{ 28} ×100 = \frac{ 14}{ 28}×100  = 50\%$
Hence, the correct answer is 50%.
