Frame of reference is theoretically a frame with whose perspective we observe the object.
The frame of reference in which the fundamental laws of Physics are invariant (or always same) is called INERTIAL FRAME OF REFERENCE.
In these frames, Newton's Laws of motion are always valid.
Just for confirmation, the academic scope of class 12 Physics is until inertial frames of reference only.
