GATE Cutoff given for any Institute is always score because Your score card is valid for 2 year. If IIT will provide rank, then there may be conflict between candidates. So cutoff is based on score not rank.

Cutoff for GATE EE 2017 for IIT B was 510 for General, 459 for OBC, 340 for SC candidates.
