The mock allotment result cut-off result is decided on the basis of choices opted by the candidates. And also the All India ranks are for the 15% of reserved seats and state ranks are for the 85% for reserved seats. It's just like the first round of counseling, so, its solely upon you if you are a state category candidate than applying for 85% reserved seats you will go fo your state rank and if you're an out of state candidate you will go for All India Rank applying for 15% of reserved seats.
