Yes comedk will conduct extended 2nd round this year also.
Following are the eligibility criteria for this round:-

The candidate who wants to upgrade their college or want to reorder their preferences can sit in this round.
Candidates who are not allowed any seat till round 2 can also sit in this round but they will have to pay full tuition fees during their academics.

But in 2018 round 2 extended not conducted. Or everyone have to pay full fees for academic
