If you have a central OBC certificate then it is valid throughout the country. This significantly means that you are eligible for admission to all the central universities or the colleges under the Govt. of India under the OBC-NCL category. However you need a state OBC category certificate if you seek admission to the colleges/universities under the state government.
Also make sure that the certificate you have is updated and self attested.

First of all you must be aware that maharastra is closed state in terms of NEET means it doesn't allow other states students for admission in govt or even private medical colleges of the state. You can only study if you are from other states either through AIQ quota or in Deemed medical University.
So as being closed state, if you are participating in Maharashtra state quota counseling conducted for NEET,you will need all proper documentation like domicile, resident or income certificate from state govt authority only. You can't put uttar pradesh state OBC certificate in Maharashtra state quota counseling.
For reservations benifits you need caste certificate from the maharastra state itself otherwise you will regarded as open category candidates.
Also you must fulfill the domicile criteria and you must have certificate for the same to participate in Maharashtra state quota counseling.
