To get admission in private college in non domicile state, we have to go through 15% quota?

Yes, every state has reserved 85% seats in their medical, engineering and other colleges for the students belonging to their state. So if any other state student whats to take admission in their college he/she can only get a seat under All India Quota for which only 15% seats are reserved.
