I understand your concern but the catch is that there can be multiple reason for not being able to download the verification slip which are difficult to predict without looking at your form .

I would suggest you to go to the nearest cyber shop that fills student examination form.and get your form verified , they will be able to help you in order to have a smooth functioning of counseling process.
