It depends entirely on two things: the course of study you're interested in, and b) your definition of best. Best can mean which has the best reputation, or it can mean which is the most fun to attend, or which does the best research. Also, a university well-regarded for undergrad programs may not be the same as one well-regarded for graduate programs (e.g. Waterloo has a better reputation for undergraduate Computer Science, but Toronto has a better reputation for graduate Computer Science.)
