h (height of column) is given by 2.T.cos (theta)/ (r.d.g)

If two capillary tubes are made of the same material and both are placed vertically, all other factors are equal. Tension, angle of tube with respect to surface as well as gravity is same.

Now according to the formula, h (height) is inversely proportional to r (radius of tube). So if ratio of radii is 2:3, the ratio of height of liquid column would be 3:2.
