In most cases the provisional admission slip that has been given to you from the college is considered as the admission proof hence it is safe to say that for upsee counselling too the provisional admission slip can be used. I will advise you to take your upsee entance exam admit card with you too (because it is needed in some university counsellings too). All the best.
