Sorry to say but your marks is quite  low to get any good government college. 

You have scorsc  300 marks then according to my knowledge your rank must be varying between  290001 - 30000 .

The level of cutoff  changes  every year  and depend  upon the  certain factors like 

No. Of  candidates participating ,

Questions paper difficulty level ,

Seat capacity in state, 

And of course  ! Category of the candidate. 

Although for good government college you need to  score more than 400  marks .

But cutoff  goes  unpredictable as you are in obc category. So still you can try to approach  the colleges.
