As per the details mentioned by you, Yes, you can apply for EWS certificate. Following are the basic eligibility criteria which need to be fulfilled by you and your family:

• You must belong to ‘general’ category
• gross annual income  of family should be below Rs. 8 lakhs.
• not own agricultural land of size 5 acres or more.
• not own a residential flat of area 1000 square feet or more.
• not own a residential plot of area 100 square yards or more.
• not own a residential plot of area 200 square yards or more.

Yes you can apply for the ews category certificate since you're family's income is less than 8 lacs per annum. You need to also keep in mind the other factors like- you should belong to the general category. You should not belong to any other reserved categories such as OBC, SC and ST. Your family must not own more than 5 acres of agriculture land. The residential flat area should be below 1000 sq ft. If you fulfil all these requirements then yes you can apply.
