The eligibility for ISRO goes as follows: 

• Candidate must have passed B.E/B.Tech or equivalent qualification in first class with an aggregate minimum of 65% marks or cgpa 6.84/10. 
• Candidates who are in final year can also apply, provided that their final degree is available by july,31. 

So, you can apply in your final year.
